The CDC has issued new recommendations to the public and encouraged the wearing of cloth face coverings in public settings where social distancing measures are difficult to maintain. This recommendation is considered a voluntary public health measure, and the CDC offers a primer on simple face cloths here. The Department of Labor has offered new guidance that requests employers “reassess their engineering controls, work practices and administrative controls to identify any changes they can make to decrease the need for N95 respirators” and lists acceptable globally sourced alternatives to the N95. President Invokes Defense Production Act for Masks and Other PPE. President Trump has invoked the Defense Production Act to prioritize federal contracts over other contracts for respirators/masks, personal protective equipment surgical masks, and PPE gloves and surgical gloves. He delegated the authority to implement this provision to the Secretary of Homeland Security here. Education Secretary Betsy DeVos Announces New Federal Deadline Flexibility for Career and Technical Education Leaders, Allowing Them to Focus on Serving Students During the COVID-19 Outbreak here. The SBA has issued guidance clarifying that all faith-based organizations impacted by Coronavirus (COVID-19) are eligible to participate in the Paycheck Protection Program and the Economic Injury Disaster Loan program, without restrictions based on their religious identity or activities, to the extent they meet the eligibility criteria outlined in the CARES Act.
